A Study On The Main Environmental Factors Affecting The Growth Of Small And Medium - Sized Technological Enterprises

Nowadays, high-tech industry as the base of technological competition power has become the drive of world economic development and an important indicator of synthetic national power. The technical small and medium-sized enterprise (technical SME) is multitudinous, with flexible mechanisms and rapid growth. So they play a vital role in the economical development in the multitudinous high tech enterprise.The environmental factors of technical SMEs have six main areas:legal and policy environment, financing environment, technological environment, human resources environment, economic and market condition, industry development environment. Legal and policy environment, financing environment, economic and market condition are the three more important environmental factors. Currently, the legal and policy environment, human resources environment and industry development environment are at a disadvantage in supporting technical SMEs development environment system.According to the present condition, central and regional governments need to to optimize the following four aspects of technical SMEs growth environment: strengthening efforts to support the government fiscal policies in order to optimize the policy environment; paying more attention to the effect of universities and research institutes; taking full advantage of the economic effects of technical SMEs industrial agglomeration; establishing a talent support system to optimize human resources environment; developing targeted financing model to optimize the financing environment.
