| Tianfu New Area, which has a good foundation and conditions for development,is an international modern new city with modern manufacturing-based, advancedservice industry in Sichuan Province. It is livable, desirable industry, businessappropriate. Tianfu New area was constructed nearly three years ago, and graduallyimpacts on regional development in Sichuan province recently. In accordance with the"One Portal, Two Bases and Dual Center " pattern, Tianfu New Area forms with astructure of “One Belt with Two Wings and One City with Six Zones”, has asignificant influence on the spatial pattern of development in the province, Chengduand surrounding areas.In this paper, according to the relative concepts and basic theories, with thedevelopment status in Sichuan Province as the starting point, focusing on analysis ofstrategic emerging industries, high-tech industries and advanced manufacturingindustries, advanced services, tourism, modern urban agriculture and its six industrialdevelopment trends, combined with the domestic and international developmentexperience impact on industrial layout, the paper discusses both the negative andpositive impact of Tianfu New Area on the industrial layout in Sichuan Province.Tsukuba and Irvine, the two foreign cases are selected to discuss the influence of newcity construction on urban industrial layout from the aspect of city economics. TheTianjin Binhai New area is also selected to discuss the impact of new construction ona regional industrial layout from the aspect of regional economic study. Combined thecases at home and abroad, the author suggests positive impact of the Tianfu New Areaconstruction on the Sichuan industrial layout, which are as follows: building a neweconomic growth point and strengthening Chengdu agglomeration role; forminghigh-tech industries and advanced manufacturing base; enhancing the province’sindustrial competitiveness; promoting the development of advanced service industry and industrial reconstruction; promoting the formation of a unified market;accelerating the process of regional integration and so on.While the negative impact on Sichuan industrial layout are as follows: changingdistribution patterns of the province’s economy and expanding the regionaldevelopment gap; new centralized advanced industries increase the pressure inupgrading industrial structure in other cities; While resources gathering to the newdistrict, the surrounding counties take a risk of factors detachment; surroundingcounties converging industrial structure and increasing local competition;Accelerating the pace of downtown industrial transfer in Chengdu, which may form a" hollow" and so on.Under the guidance of Tianfu New area, the province industry will show thefollowing pattern: Chengdu downtown and Tianfu town coupled together to build thecore of the Chengdu-Chongqing Economic Zone; Cheng-De-Mian and Yue-Zi-Yi-Huthe two economic zones’ integration emerging the development of traditionalindustries and strategic new industries. Tianfu new Area, which is situated betweenChengdu Plain economic zone and southern Sichuan economic zone, through theconvergence of infrastructure and promoting market integration, thus achievesdevelopment of the two integrated economic zones.To give a full play to the positive role of Tianfu New Area, eliminate and weakenthe negative impact, the article concludes with the appropriate measures to deal withthe industrial layout, including: to accelerate and strengthen new advanced industriesdevelopment; the overall advancement of the advanced industry, governmentguidance and market-driven, trying to broaden the advanced industrial investment andfinancing channels; provincial government balancing and promoting regionalcoordinated development, specifically including coordinated development of theTianfu New Area and the city center; to clear the city function and establishbenefit-sharing long-term mechanism; to promote the integration of Tianfu New Areaand regional infrastructure; local Government actively seeking cooperation, advancing dislocation development. Strengthening cooperation on the basis of localgovernment, we should develop and enhance the sense of cooperation in localgovernments and improve regional coordination mechanism. |
