The Research On Integration Of Liaoning Province Coastal Economic Area Industrial Layout

The launch of the strategy to revitalize northeast China and other old industrial bases by the Central Party Committee and the State Council and the strategy to promote the development of the Circum-Bohai Rim Region provide a rarely historic opportunity to the economic and social development of Liaoning province. In the trend of economic globalization, the new international industrial transfer boosts further development of the costal areas in China. Following the step of the Yangtze River Delta, the Pearl River Delta and the Jing-Jin-Ji Area, the northeast China has become the new economic growth pole. Located in the south of northeast China, Liaoning province costal area is to the north of Bohai Sea and Yellow Sea and faces the Shandong Peninsular across the Bohai Bay. Taking advantages of the two economic zones, the development of Liaoning province costal areas has a strategic importance to the development and open up of the northeast China and eastern Inner Mongolia, has an obvious impact on the whole and harmonious development of the Circum-Bohai Rim Region. Some specialists and scholars are doing searches on the development and open up of Liaoning province costal economic area presently. Meanwhile, Liaoning Provincial Party Committee and Liaoning People's Government invite domestic specialists and scholars to do regional program and demonstration of this area. However, the research on the integration of the forthcoming industrial layout is insufficient relatively. In this new historic period, Liaoning province should use the domestic and abroad successful experience of developing and opening up the costal areas, grasp the national opportunities of developing the Circum-Bohai Rim Region, revitalizing the old industrial base, speeding up the open up of the coastal areas and accepting the international industry transfer. Also taking scientific development view as guidance, Liaoning province should analyze the current industrial situation of Liaoning coastal areas, formulate and implement the suitable integration program of the industrial layout. All these actions have great importance to take the lead in revitalization, to accelerate the revitalization of the old industrial bases and to build up the new national industrial base and economic growth area.Directed by the principles of productivity layout, this paper analyze the industrial backgrounds, features, situations and problems of Liaoning province coastal area, also analyze the necessity and significance of the industrial integration using the theories of Industrial Economics and Regional Economics comprehensively. Through analyzing and using the domestic and abroad successful experience in this field, this paper establishes the principle and standpoint of the integration program, expounds two vertical and horizontal integration programs and the whole integration countermeasures of the industrial layout at last.
