Study On Rural Water Conservancy Infrastructure Financing In Yunnan Province

Yunnan province is a water shortage area but the agriculture is a large waterconsumer. Due to the mountain characteristics in Yunnan province, an amount ofrainfall is low and the seasons between rainy and dry are distinctive. Surface waterdistribution is less and topography and geomorphology are complex and diversity.Particularly, the Custer geography and caves are unfavorable to store the surface water.Therefore, to protect the water use of Yunnan rural life and agricultural, theinvestment and construction of rural water infrastructure are necessary to bestrengthened. The rural water infrastructure as an important part of rural infrastructureplays a fundamental role to promote geoponics as well as improve living standards ofcountry life and protect the environment. Under the attention of all level governments,the rural water infrastructure in Yunnan Province is further improved. But someproblems still exist and cause the rural water infrastructure investment apart from theactual needs. Allocation of resources is not optimized and does not meet the objective,resulting in a loss of rare public resources and impeding the development process ofthe rural economy and society. The main reason of the problems exists flaws in thefinancing bodies and channels.According to analyzing the financing situations of rural water infrastructureproject in two representative states, Chuxiong and Xishuangbanna, this thesis mainlysummarizes the problems of rural water infrastructure project in financing subject andfinancing channels in Yunnan Province. Besides, in order to provide some valuablesolutions and references for the public infrastructure in Yunnan rural areas, especiallyin the construction of rural water facilities, it deeply analyzes the cause of theproblems as well as Learning successful experience from foreign countries: Foreigngovernment preferential loans, planning and building government construction funds,Taxation from the beneficiaries, preferential tax policies, credit interest rate subsidies,social organization or individual donations, financial support system and so on. Thus it points out that taking these countermeasures as optimizing and innovating publicfinancial function, adjusting measures to local conditions to choose in line with theactual development financing, deepening and perfecting the rural financial system,extensively absorbing private capital, finance to the rural water infrastructure projectin this area could be improved.
