Research On The Construction Of Integrated Old - Age Insurance System In Urban And Rural Areas In Kunming

It’s an inevitable trend and objective requirements for the development ofendowment insurance in China to upgrade the overall level and integrate urban andrural systems. Since the level of socio-economic development all over the country isuneven, the transition from a low overall level to a high overall level should be phasedorderly and gradually; local level integration of local urban and rural goes firstly, thencomes national level integration. This paper focus on the integration of urban andrural endowment insurance system in Kunming, persists in the principle of linkingtheory with practice, applies various analysis means such as literature analysis,comparative analysis, field interviews and other scientific analytical methods to give awhole picture of the development process and the basic situation of endowmentinsurance system in Kunming. This article presents a series of problems existing inthe construction of Kunming endowment insurance system, for example, backwardlegislation, difficulties to connect, decentralization and overlap of authorized agencies,inadequate personnel and funding in primary service platform, under-developed dataresources information platform construction, imbalances of revenues and expendituresof endowment insurance funds. Recommendations are put forward after the authoranalyses scientifically the necessity and feasibility of the integration of urban andrural insurance system in Kunming, consults foreign and some domestic provinces’integration construction experience. To establish unified endowment insurance systemin Kunming, we should be adhere to the legislation and local conditions,recommendations comprise of perfecting legal system of endowment insurance,improving coordinated system of endowment insurance, optimizing administrationsystem of endowment insurance, strengthening the multi-channel system of furtherpayment, strengthening the construction of resource data information system,standardizing operation system of endowment insurance fund, strengtheningsupervision and accountability system of endowment insurance. It’s great significancefor building a well-off society, improving people’s livelihood, promoting urban-ruralintegration, and promoting a harmonious society. It’s also important to achieve thegoal of insuring all the urban and rural residents who are willing to have endowmentinsurance, to achieve the central government’s objective of "elderly people will be taking cared of", to promote the shifting of urban and rural labors in Kunming, and tosteadily promote urbanization.
