Research On The Construction Of Modern Agricultural Industry Technology System Based On Institutional Innovation

Since the reform and opening up, with the deepening of with urbanization andindustrialization process, the development of China’s agriculture has suffered the dualconstraints of resources and markets, and faced more and more challenges. Dilemmafaced by agricultural development requires our traditional agriculture change intomodern agriculture urgently. And the key to developing modern agriculture lies inagricultural science and technology innovation. By the end of2007, Ministry ofAgriculture and Ministry of Finance P.R.C. co-launched the construction of modernagricultural industrial technology system. This is an amazing institutional innovationbased on the original agricultural science and technology innovation system andpromotion system without underlying the existing agricultural departments andmechanism. Constructing China Agriculture Research System is the urgent needs ofdeveloping Chinese modern agriculture, improving innovation ability of agriculturalscience and technology, increasing farmer output and enhancing agriculturalcompetitiveness. Therefore, the study of modern industrial agriculture systemconstruction technology has important significance.Based on institutional innovation perspective，This paper takes literature research,systems analysis, qualitative analysis and empirical research methods to understandsystem design ideas, basic principles, structural framework, management mechanismand operational mechanism on the construction of China Agriculture Research System.And it has a summary on features of the construction of industrial modern agriculturaltechnology system in terms of institutional innovation. Then it sets forth in theprogress of constructing modern agricultural technology system. Next is summarizingthe major problems of modern agricultural technology system design of the systemexists currently. Finally, according to the problems, the paper has an optimizationanalysis on China Agriculture Research System’s institutional design, and makesome recommendations on aspects of its communication mechanism, fundmanagement mechanism, incentive and restraint mechanisms, monitoring mechanismsto help to further optimize and perfect system design of China Agriculture ResearchSystem.
