People’s Congress is the organ of state power in China; supervision is an extremeimportant component in the structure of power of the National People’s Congress.Because fiscal supervision comes to foundation of the power operation,hence,it playsa key role in supervision of People’s congress. People’s congress and its standingcommittee at all levels is carrier of carrying out supervision of fiscal budgets.It hasgreat practical significance for strengthening and improving fiscal supervision systemto rise up status of People’s congress in power organ,to promote more scientific anddemocratic budget planning,to build a clean government and expand civilparticipation,to maintain a healthy economy.Owing to many reasons,there have some defects in fiscal supervision system andits operation.Its major problem is system enforcement.Concrete problems in theprocess of operation are as followed:imperfect operation mechanism,extensive budgetplanning,non-transparent,passive and lagged supervision with formality,insufficientstaff and institution, resilience supervision and so on.Let the power be exercised in thesunshine and manage well “the money pocket” of government through improvingfiscal supervision system of People’s congress and strengthening supervision effectiveof fiscal budget,which is not only measures to protect people’s rights,but is obligatedduty of ruling the country in accord with the laws.Since new century,some local People’s congress are positively exploring thereform of supervision system of fiscal budget,they are leading in some policies forhow to allocate the fiscal cake well.This paper chooses three unique samples aboutprimary-level fiscal budget of People’s congress and studies it so that try to refinesome suggestive advices from it.This paper agrees that “democratic communication”participated budget in Wenling,Zhejiang province strengthens substantial legislate ofgovernment behave;the pursuit of sunshine fiscal as reform goal in Minhangdistrict,shanghai enhances People’s congress capability for supervision the fiscalbudget in all processes.The real project of “democratic order” in Huinan town,Pudongdistrict can mobilize civil people take part in the budget reform positively so as to getdemocracy in decision-making information.This paper can divide in to three sections,first section is to analysis the papertheme and relative theories of fiscal supervision of People’s congress in twochapters;second section is to describe and analysis three samples from third chapter to fifth chapter.The final section is to explore the problems challenges in the reform ofbudget supervision of primary-level People’s congress through the comparison ofthree samples.All in all,our budget reform is developing under the guidance ofpublicity,primary-level People’s congress make innovation in the supervision ofpower organ for the reform of fiscal budget,to some extent strengthen function ofPeople’s congress supervision transferred from procedure to substantial.
