As the financial reforms in Zhongshan goes deeper, new information technologies emerge and develop, how to support financial reforms in Zhongshan with information technologies has become a research project. As an important part of financial reforms, reforms in asset management of governmental units is desperately needed given the fact that outdated management is not able to meet the needs of being scientific and elaborate.This essay aims to discuss how to achieve united, streamlined, informative asset management of governmental units with the help of technology, and solving issues like sharing of asset data between different systems, increasing the efficiency of using assets, and providing analysis for decision-making.At first, the essay introduces the background of asset management system of governmental units and the status of research of similar systems. Then, it explains the reasons for research, analyze the organizations involved and previous business process, and optimize the process according to the results. In the part of function analysis, through case study and description, it clearly defines the system functions, sets up seven functional modules, which are system entry management, self-use management, clearing management, disposition management, housing land management, basic data management, system management. It also provides system package diagram and diagram for each module. In data analysis part, it first describes data of each function with brief diagram, then according to brief diagram it shows systematic relation diagram and structure of data base. At last, the essay concludes the work of this stage, and makes outlook for development of asset management system of governmental units.
