With the rapid rise of our country’s economy, follow with the social process of city, the town ratio is higher and higher, more people into the better environmental of infrastructure, municipal administration in various problem, and the amount of number increase promoted to management complexity, make the social management difficulty, at the same time bring many problems, so the relevant municipal departments needs development of urban and rural information service, and development a new good mode.In this paper, from the grid of social comprehensive governance management system’s current use, because of the existing management system’s objective user are large and single for the big cities or provincial capital cities, and system development scale is huge, needed to support will be higher, investment will heavy in nature; so the system to the downside for insufficient, and other, long development cycle, use of high cost, unfavorable popularize. In today’s related management system, to the business receive and processing order, due to the time of the single sort is not science, the emergence of task allocation efficiency is too low, dealing with the distribution of time is too long, lead to processing cycle increased, and when with more cases, the lag of the problems of artificial processing will be more obvious, thus systematic advantage is abate, in use is not worth, directly affects the system’s use and promotion.In this paper, to research and put forward the way of solution about such system problems of business sort processing and not compatible, design and develop a lightweight system about social comprehensive and govern in the community, up to large city down to small community, and the community management can combination. Using Java EE and SSH framework, aim at system with demand and function analysis and set, research modular design and complete each related modules and page’s logic design of the system implementation; in addition, through the E-R chart and relational tables and detailed data table for the system database design, to complete the logical relationship between the database table design, and table details design. Through set up standardized database data to make the diffrent size area data sharing. Aim at problem about transaction business aspects of the system, proposes a business sorting method solve the submit business order problem. Through study to solving problem, analysis experiment results reach to what we think, it’s sure have value.
