Demands for informatization of social life grow increasingly along with the continuously tightening requirements for the legalization of executing criminal penalty in prisons in China. The existing work pattern of prison management is more and more awkward in serving the current situation. Therefore it has become an urgent task to push forward the construction of management informatization. Only with information technology applied in prison management can we keep track of prisoners in the first time, get comprehensive grip of management information and execute supervision in a legal and transparent way, which, in turn, will enhance prison management, properly respond to the fundamental national policy of "govern by laws" and keep abreast with the orientation towards complete informatization and networking of social life. Simply for this end, this subject designs a penalty abatement and parole system for prisoners at a jail in the Zhejiang province as an integral part and a coral subsystem of the overall construction of a prison management information system, with a focus on penalty abatement and parole that are the difficult parts of prison management. The system to be designed will play a key role in bringing law enforcement at prisons into a process of comprehensive informatization, routinization and legalization.This paper begins with an introduction to the research background of this penalty abatement and parole system for prisoners, with an overview of the issues involved and a discussion about the research significance of this project. Then it offers an analysis on the existing workflow of penalty abatement and parole and discusses in details the requirements in operations. Based on such analysis and research, this paper puts out an optimized procedure for penalty abatement and parole, providing intuitive diagrams and charts in describing the improved workflow. This is followed by an analysis in depth of the system’s functional requirements using illustrations and use case descriptions, based on which the system’s functional structure is analyzed, offering the overall package diagram and sub-package diagrams. It then takes a further step to perform a database analysis of the system, illustrating its database requirements with a thumbnail. Relations among database entities are analyzed and tables are designed as well. In the end, this paper summarizes the research achievements, points out what are still missing and projects a vision for future research.
