With further promotion of the higher education reform, colleges and universities are expanding, sources of funding are more diversified, multi-campus University becomes a universal phenomenon and categories of budget expenditure become more complex, the existing budget management model is unable to meet the demands of university development. The informationalization, scientification and normalization of university budget management information are very urgent. The Ministry of Finance and the Ministry of Education have issued relevant documents to further promote the budget management system reform, enhance the internal accounting control standards, implement centralized treasury payment system and to make clear requirements on universities to enhance budget management.Based on many years of practical experience of Minxi Vocational and Technical College’s two-level budget management, the thesis analyzes the business processes of university budget management based on manual mode and uses information technology tools to optimize the business process, to clarify the system development methods and key technologies adopted。In the meanwhile, software engineering methods are used to conduct business analysis, functional analysis and data analysis. With business process diagrams and uses case diagrams, detailed demand analysis are carried out on budget preparation, budget execution and control, budget adjustments, budget statistics and query, as well as budget performance.In the part of system design, overall design and module design of the system are included, function block diagram and flowchart of processing module design is given, and the database is designed in detail using ER diagrams and database table structure. Finally, the thesis summarizes the work carried out, and presents the in-depth thinking on the next steps.
