In recent years, with the rapid development of the national vocational education policy, secondary vocational schools developed rapidly, its enrollment scale continuously increase and teachers expanded continuously, thus manual arrangement has been unable to adapt to the development of teaching. As computer has the characteristics of fast speed and strong processing ability, automatic scheduling is imperative, which has the important significance of optimizing teaching resources, improving working efficiency and educational administration level.Each semester, the registry must arrange academic staff to layout hundreds of classes’, more than 500 teachers’ curriculum arrangement by computer semi automated manually. Course arrangement has problems of arrangement difficulty, low information sharing degree, time-consuming and low efficiency. In view of above problems, we research the schools as objects, through the analysis of the schools’ teaching process and needs, the use of RUP software development method, with the help of Visual Basic and Access development system to solve the problems, to achieve the liberation of educational administration personnel, improvement of scheduling efficiency, and information sharing.By analysis on school classes-arrangement needs plan of class-arrangement, design on school classes-arrangement system architecture, analysis and comparison of class-arrangement algorithm, the article uses the algorithm thought combined with preferential,divide-conquwer and greedy algorithm,specifically analysis and design functions of user management, automatic course arrangement, curriculum management, curriculum inquiry, curriculum module output accomplishes works of basic data processing, curriculum arrangement, curriculum query and report output and so on by computer, acheieves purpose of obtaining satisfactory curriculum objective rapidly.
