Research On Government Supervision System On Construction Engineering Quality In Guangzhou

With the unprecedented process of urbanization in China, its construction and real estate industry have been in extensive development in the past few decades. Guangzhou, as the fastest growing city, its demand for buildings is stronger and stronger, especially in the coming decades. Meanwhile, it is very difficult to conduct an effective supervision to the construction quality due to the increasing number of construction project in every year, more and more investment in the Guangzhou construction industry, which will lead to the construction quality accidents occurred so frequently in Guangzhou. Therefore, it?ˉs a hot topic that how to carry out the construction quality supervision and make sure that the quality in construction. It has been recognized that the accidental prevention in construction is not only the governmental responsibility, but also the responsibility of development organization, construction companies, and supervision units. It?ˉs because that the quality accident in construction comes down to many stakeholders. Also, the quality accidents may result in the rise of cost and even at a large loss. Therefore, it is important and critical to understand correctly about the construction quality supervision?ˉs current situation, characteristic, and rules, which is also the basic foundation for building an effective construction quality supervision system specially targeted for Guangzhou.At first, we make a comparison about many successful quality supervision in construction at home and foreign, and learn from the ideals of quality supervision in construction in the developed countries by applying research methods such as literature review and comparative analysis. Next, we make a conclusion that perfect laws and regulations system, clear supervision function of government, reasonable regulation means and high-quality regulators are important influencing factors in construction quality supervision system.In order to make a comprehensive investigation on the current situation and main problems confronted by the government supervision system about the construction quality in Guangzhou, this study conducted a wide-range of literature review, as well as made a system of expert interviews, and questionnaire survey and so on. Then, this research also made a deep analysis on the root reason about these problems identified in the former section. The main problems about the construction quality supervision in Guiyang are obtained mainly through experts?ˉ interview on Housing and Construction Bureau, Huangpu District, Guangzhou, Construction Quality Supervision Station in Huangpu District etc. Based on these interviews, the common problems in Guangzhou construction quality supervision are investigated. Then, in combined with these common problems, the author design the questionnaire specially targeted for the unique situation in Guangzhou. In view of this, major problems and main causes are obtained accordingly.To improve the effectiveness of construction quality supervision system in Guangzhou, the main contents in this study are assigned under this principle-who supervise, supervise whom and how to supervise. "Who supervise" is to make sure the regulatory body, as the subject of Guangzhou city building supervision mechanism. "Supervise whom" is to determine the regulatory object, according to the theory of supervision, government failure, total quality management(TQM) and good experiences of construction quality supervision in foreign developed countries, including construction units, the survey and design rental unit, supply unit, supervision unit, intermediary institutions, industry organizations and so on. "How to supervise" is to determine the regulatory path, according to the integrity and operation of the system and the path for the construction quality supervision management system, as the construction quality supervision and management system in Guangzhou.Finally, this research puts forward some supporting measures for the construction quality supervision system in pursuit of efficient development of construction industry in Guangzhou.
