Research On Unban Renewal Strategy Of Built-up Area Under The Development Of Inventory

Through forty years of rapidly development, the major cities in China demonstrated a population agglomeration and scale expansion is characterized by the miracle of rapidly development, the meanwhile, gradually a variety of deep-seated contradictions and evolved into intense and sharp impact on the space.Especially, while the economic growth entering the “new normal” status, the essential demands which contained in the society’s evolving has been slackening off and transformed the pattern of economic growth into connotation and intensive type. Naturally, there are significant transitions that demonstrated in the spatial growth pattern, urban and rural planning methods. Referring to this issues, On December 2015, working conference regarding to the central city has been holded by the government department, the major aims of the conferences is to emphasis the codes of city development as follow,“adhering in intensive development, framing total, limiting total, activating inventory, making superiorly the increment, improving quality, changing the way of urban development and delimiting urban development boundary scientifically, speeding up the reconstruction of shanty town and dilapidated building and striving for basically completing the reconstruction of existing urban shanty town, urban village and dilapidated building up to 2020.” Considering the double constrains of the transition of economic growth and downtrend of space resource supply, development of urban and rural land that used in China has began the gradually transformation from increment expanding to inventory activating. In addition, the urban development has been transforming from synchronous development of new and old areas to connotative development way that old area inventory development. As a development trend of urban construction and an important measure to realize the sustainable development of urban economy, society and environment, the process of city renewal activities oriented by inventory development which will become the engine and booster of urbanization, promoting the rational allocation of space resources, improving the living environment, eventually, speeding up the quality of life of residents trend to attract more and more attentions by the public. Urban planning is expansive in the past. Comparatively speaking, the newer planning oriented by inventory development will shift in compiling system, technical means, space design and implementation of management aspects. However, in the domestic, the theoretical research and practice about the inventory based planning has just begun at the exploratory stage, in particular, the newer theory not reaching a consensus is lack of overall level of guidance of the renewal of the built-up area.Thispaper introduced the renewal of the Changan road Xi’an Belin District as the research object. It based on combing the relationship between the stock development and the renewal of city, moreover, it also further explorying the newer theory and practice of cities regarding of the aspects at home and abroad. Furthermore, this articles also summarizing the type of the inventory development of the built-up area and some problems about profit parts and inventory development by detailed analysis. Last but not least, it pointed outed the context of the inventory development can be described as following: problem-oriented, put forward the transition direction of renewal planning working, and put forward the system renewal tactics in updating system, space design, public participation and management mechanism to optimize the built-up area space structure,realize the intensive use of land,improve urban function and quality,guide the dynamics of the built-up zone area and sustainable renewal development. This paper aims atusing the inventory development as a guiding,setting up renewal strategy of built-up zone area and expanding the theoretical research of inventory planning. In order to do so, the renewal practice of Changan road Xi’an Belin District and has been provide references for the built-up zone area which is facing the renewal in our country at present.
