Urban and rural planning as an important tool to lead the development of city, which is for government to co-ordinate the development of urban and rural, optimize spatial layout, protect ecological and natural environment, utilize the natural resources rationally and maintain social justice. With the further development of reforming and opening up, China’s urbanization has entered a period of rapid development, and the urban and rural planning becomes plays an important role. However, when the government exercise the public power in urban and rural planning, various contradictions also follow during the process of designing, implementing and changing those plans. Irrational change like Changing planning frequently or randomly is a kind of vital problem.The urban and rural plans as important standard to lead the development which are designed at the basis of politics, economy and social conditions. If the state of social changes, the plans also need to be revised. But in reality, because the legal system of urban and rural planning referred to revising is not perfect, the authorities have greater discretionary power in actual operations, that leads to occurrence of many bad phenomenon like revising the plans without permission, revising the plans not seriously and revising the plans frequently and so on. That brings a negative influence in the development of China’s urban and rural planning. In recent years, the city size has just undergone a period of rapid expansion. In order to acquire immediate interests and complete economic indicators, the urban and rural plans has been implemented crudely, leading to the depletion of resources, environmental pollution and conflicts between man and nature. For the benefits of the present, when implementing the plans, people do not respect the history and culture, leading to serious destruction of historical cultural heritage. In order to reap personal interests, buildings are blindly demolished and constructed from place to place, leading to serious waste of social resources...... The change of urban and rural planning has caused a lot of bad influence, and we are confronted new challenges in urbanization.
