In recent years, low-carbon development concept has been widely accepted by people. How to build a low-carbon city has become an issue that needs to be faced in the course of urban development and construction. Scholars both in China and abroad have made a large number of studies, explorations, and practices on low-carbon cities. Currently, the index system for a low-carbon city at home and abroad mostly is based on the commonness of the low-carbon city, though it is insufficient in research of the characteristics of different low-carbon cities, especially climate as main characteristic. Therefore, based on relevant research findings as well as the association of climate with low-carbon cities and climate characteristics of Wuhan City, the author conducted a relatively systematic research in the building of the index system for Wuhan as a low-carbon city.1.The author described current research progress in Chinese and international low-carbon cities, including influence factors regarding urban carbon emission, carbon emission assessment, building models of a low-carbon city, and practice regarding index system of a low-carbon city.2. Through research in the association between the climate and a low-carbon city, the author analyzed the direct influences of the climate on five aspects of a low-carbon city energy, such as energy, urban planning and facility, construction, traffic and environment, and the indirect influences on carbon emission from urban economic activities.3. Based on the association between the climate and a low-carbon city and in combination with the analysis on primary indexes in the low-carbon city index system both at home and abroad, the author determined 7 indexes at the first target layer of the low-carbon city index system, i.e. energy low-carbon, economy low-carbon, urban planning and facility construction, construction low-carbon, traffic low-carbon, environmental optimization and social low-carbon. Moreover, based on the target layer, the author divided into 15 criterion-layer indexes at the second level of the index system, thereby building a low-carbon city index system framework based on climate characteristics.4. The author analyzed the development principles and index characteristics of the cases regarding domestic low-carbon city index system. By taking the domestic low-carbon city index system as reference, the author built an index candidate library for the low-carbon city index system containing 101 indexes based on the low-carbon city index system framework. Through Delphi method and expert consultation method, the author screened and supplemented the index items, and determined 56 index items of the index system; determined the weighting of target layer and criterion layer of the index system with analytic hierarchy process; and determined the assignment of each index item in the low-carbon city index system based on the urban construction of Wuhan City and with reference to domestic and international relevant index systems.
