Low-carbon concept remains a cutting-edge disciplines hot topic in the areaof city planning ever since it was first brought up, which has certain significancefor Chinese urban construction nowadays. In the context of thriving domesticlow-carbon city and low-carbon eco-city, varies of index systems wereclassified by economics, society, resources or environments, while few werespecially for the spatial planning of low-carbon city, not to mention theinternational low-carbon city in Shenzhen. In view of this, it’s necessary toanalyze the index system for international low-carbon city spatial planning inShenzhen.First, strategies for low-carbon renewal was brought up, concerning therenovation and low-carbon construction on the basis of existing buildings in thelow-carbon city, while series of indexes on measuring low-carbon renewal wereproposed in the final index system.Then five of the target construction directions towards spatial planning forthe low-carbon city were proposed, in order to find a better way of planning out alow-carbonized city spatial structure with spatial planning during theconstruction process of the low-carbon city, meanwhile reducing spatial carbonemissions throughout the entire low-carbon city. Through large amount ofreading, classifying and summarizing documents of the low-carbon city and itsplanning, essence about city spatial planning has been classified and summarized,which can be expressed into the following5major targets construction oflow-carbon city spatial planning: diversification of low-carbon renewal, intensiveland use, transportation system optimization, natural environments improvementand infrastructure betterment.Finally index system of low-carbon spatial planning was constructedthrough documents collection, case study and essence summarizing. The entireindex system can be divided into general target layer, sub-layer, route layer andindex layer. The general target is to build a low-carbon spatial planning indexsystem of the Shenzhen international low-carbon city in the background of urbanrenewal. Sub-layer leads the construction directions of the5major targets, eachof the sub-layers can be explained with different route layer, while each routelayer will be measured by a certain index layer.In order to build an index layer, an according index library was establishedby collecting relevant index systems from both home and abroad, and then aninitial index library was accomplished after preliminary screening based on target construction scheme principles, finally the index layer of its index system wasconstructed by screening, combining and reference-processing those indexeswithin the initial index system. The index system which can control, measure andreflect whether the spatial planning of a certain low-carbon city meets thelow-carbon requires was constructed by rational classification and combinationwithin the index layer, route layer and sub-layer.Index system of the low-carbon city spatial planning has great guidingvalues in low-carbon city construction and can be used for both longitudinalcomparison and adjustment within domestic low-carbon cities, and horizontalcomparison between domestic low-carbon cities and counterparts from abroad.
