| As the main transportation means of the city, the subway has provided a lot of convenience for the city residents. But in recent years, the frequent occurrence of the subway emergency incident have caused huge loss, which is because the subway is mostly in the confined space, and the traffic is large. The subway emergency incident often causes serious casualties and property losses and has serious impact on the national economy and social security. In order to deal with the subway emergency incident and ensure the loss in the minimum, we should set up the perfect emergency plans, which have a direct impact on the loss. The evaluation of the emergency plan can judge the subway emergency plan is good or not, so it is important to make an accurate and objective evaluation of the subway emergency plan. This paper studies the evaluation of subway emergency plan based on the analysis of a large number of documents.This paper firstly summarizes the domestic and foreign subway research status of subway emergency management, emergency plan evaluation, and multi-attribute group decision-making evaluation method. Secondly, this paper establishes the index system of the subway emergency plan combining the characteristics and functions of the evaluation index and the principle of the evaluation index system. Thirdly, hesitant fuzzy duplex linguistic cloud model is proposed basing on the existing theory of hesitant fuzzy linguistic set and cloud model, which is more objective and comprehensive and lays the foundation for the accurate evaluation. And the definition of hesitant fuzzy duplex linguistic cloud model’s score function, hesitancy degree and distance formula is proposed. Then the ELECTRE and QUALIFLEX method based on hesitant fuzzy duplex linguistic cloud model is proposed. This ELECTRE and QUALIFLEX method is used to evaluate the subway emergency plan. Finally, the validity of the method is verified. The research of this paper has certain theoretical and practical significance to the evaluation of the subway emergency plan. |
