As China’s overall national strength enhances and the Chinese economy grows, the country’s highway network also expands from plain regions to mountainous areas and from urban areas to more distant rural regions. Also growing at a fast pace is the total length of the country’s highway tunnels. With more and more highway tunnels being built, the number of long-length and complicated tunnels along with related cases of tunnel safety accidents is also on the rise, making the safe operation and management of highway tunnels an urgent issue to resolve.Despite that electromechanical equipments of all types are employed, the operation and management of many highway tunnels is outdated, and the back office integrated software-supported management platform is merely a place for data from different sub-systems to come together. It still depends heavily on human to analyze the data and make management decisions, which makes the operation and management of highway tunnels rather inefficient. By analyzing the deficiencies of current highway tunnel management and operation systems, this thesis tries to establish an integrated, highly-efficient and smart highway tunnel management and decision-making support system, and explore the architecting, functional requirement, ways of solutions and interrelationships among different components of this system from the perspective of safe management and operation.First, this thesis takes a look at the evolvement and safety evaluation theories of both Chinese and foreign highway tunnels, combs highway tunnel safety accidents, and analyzed highway tunnel safety-related factors and the deficiencies of current operation mechanisms and software-based management platforms. By analyzing highway tunnel safety-related factors, this thesis comes up with some corresponding solutions, and comes to the conclusion for the need of an intelligent highway tunnel operational safety evaluation mechanism and the necessity of the establishment of an operational decision making need-driven evaluation mechanism. Last, by looking at the case of Hongtiguan Tunnel of Changping Highway, this thesis makes an effort to explore the feasibility, effectiveness and innovativeness of the highway tunnel operational safety system it suggested, and offers some suggestions on the improvement of highway tunnel management that is in place today.It is a sincere hope that the highly-efficient and smart highway tunnel management and decision-making support system, its architecting and functional requirement as well as the interrelationships among different components explored in this thesis can serve as a catalyst for new ideas and eventually brings greater safety to those working in the highway sector.
