Nowadays traffic accident caused by rainy days has been put a new premium on all over the world. The traffic accidents in rainy days are always a series of chain contingency. For example, rear-end collision is not a one car accident, but many cars will be embroiled. The accidents caused by rainy days are more dangerous, which will cause higher casualties and economic loss.This study is based on the knowledge of Expressway Engineering, Traffic Engineering, Traffic Psychology, Meteorology and Statistics, relying on the inner race expressway of Chongqing, targeted to carry out the expressway maintenance and management decision-making technology research based on safety in rainy days.Base on the expressway traffic accidents data, this paper analyzes the effects of rainy days accidents on the expressway traffic safety with the method of statistics, through studying on a large number of traffic accidents data. It concludes the regularities of distribution, the character of rainy days’ accidents and the typical accidents in rainy days. Then, this study makes a conclusion about the causes.First, this paper builds the relationship between the BPN and test data by using portable pendulum tester and testing car to test the road friction coefficient. Secondly, it finds out the time-variant characteristics by observing the friction coefficient in rainy days. Then, it elicits the prominence effects of rainy days on driving speed through studying on driving speed during rainy days and characters of headway. Based on the above analyses, it puts forward the solutions to improve the road safety in rainy days in people, vehicles, road, environment, management and other aspects. Then, it builds up the relationship between friction coefficient, construction macro-texture depth and rainy days traffic safety and grades the friction coefficient and construction depth. At last, this paper makes sure the order of maintain item, decision-making of maintain to ensure the expressway’s more safe and unobstructed by using the decision trees.
