In our country, Water resource is very short and it lies not mean in time-space. The characteristic leads to multi-region and multi-basin water transfer will be long-term task to our country. Water transfer is multi system process, is relative to receiving region's water resource status, water transfer river status, water transfer ability, and so on. But, in this paper, the method of analyzing and calculating will be mainly researched for plain receiving region's water resource status and water transfer river status. Analyzing the character of plain's landform and water net, basing on the analysis build hydrology and hydrodynamic model, build up model of analysis system.According to the need of water resource management of the east line of South-North Water Transfer, and closely grid research task, the paper analyzes the specialty of plain water and landform, and analyzes some general rain-runoff models. Basing on the analysis the paper make use of the method of rain and runoff relation as plain rain-runoff model by the type of plain's surface. Using grid to the plain's surface, and calculate the conflux of plain by river polygon. Builds zero dimension of the lake, one dimension of river and relation of gate models, and joins these models by node equation, then calculates it. Make hydrology model conflux value as the node of hydrodynamic model income flow or site flow, so that they calculate coupling in the same region. On the water deploying management, make each calculating region need water as the flow of site of river net, by utilizing the model you simulate water resource deploying process and design plan.The north of Jiangsu Lixiahe abdomen region lies the east of Dayunhe segment of from Jiangdu to Huai'an. The region is mainly plain river-net receiving water region. Make the region as the typical example of analysis receiving region water resource status. In the example, fully think over water transfer channel's characteristic of manual intervener, then fully detail every step of calculating for the example of segment, according to the rain-runoff model and the special year's data, calculates and analyzes the rain and runoff process. By analyzing the process of producing and losing water can hold the water transfer opportunity. And increase the efficiency of water utility.Model is the core of analysis system. Making the hydrology model and hydrodynamic model integrated, simulating the water level and flow of every water gate and pump. Using the code of model integrative inquiring system, form organic system. And link the real-time database, built the extending system of water resource allocation and analysis.
