Freeway is an important link in the social, economic, political and military development of our country, so the freeway network planning is very important, and it has important practical and strategic significance. As an important part of transportation planning, freeway network planning needs scientific decision-making and theoretical basis, which provides support for freeway construction and planning.At present the demand forecast and analysis of freeway network planning scholars made a lot of research, and have achieved fruitful results.China’s freeway network planning methods used ordinary road network planning, the more common is the four steps method and total control method. However with the rapid development of economy in China, the demand of transportation diversification, the strategic location of the freeway is becoming more and more prominent, the demand forecast and layout of road network need to constantly improve and perfect.Freeway network planning, demand forecasting is the basis for the scale and layouting of the road network, to provide a basis for the scientific rationality of the freeway network planning. The all-round study of the results of previous studies, of the regional freeway network traffic volume, distribution is predicted, based on the road network planning of optimization and evaluation.First,learning the regional freeway network planning and traffic volume prediction research methods, focuses on the GM(1,1) model, and according to the disadvantages of GM(1,1) model to propose improved methods, and through an example to validate. And then according to the traffic distribution of research methods, introduces in detail the gravity distribution model prediction method.Second, to learn the tracffic assignment regional methods, focus on the induced resistance equilibrium assignment model, and to improve the accuracy of traffic assignment, then through the example, to ensure that the improved model is practical and feasible.Finally based on the traffic volume forecast and tracffic assignment forecast to evaluation and potimization the freeway network of Shandong Province. Design the plan of the optimization and evaluation of the freeway network,and builting the evaluating model,through the VISSIM simulation to prove the advantageous of the plan.
