Research On Urban Development Boundary Delimitation In Fengxiang County

Rapid urbanization provides huge impetus for economic growth and social development, and it caused urban spraw problems as well. In the context of new-type urbanization, the spatial growth mode of cities in China has to change from intensive growth to smart growth that combines extension development with intension development. As one of the statutory contents of City Master Plan and the tools that can realize the transformation of urban growth, UGB premised on “farmland protection” and “ecological security” should protect the ecological environment of the cities and avoid the development risk. UGB in the principle of “construction security”, “overall development of both urban and rural places”, “economic-socio coordination” and “traffic guiding” helps cities grow in a more effective way. It may well balance the relationship of control and development.In 2014, cities in China are required to delimit UGB by the Ministry of Housing and Urban-Rural Development and the Ministry of Land and Resources. Government of Baoji City began to make cities and counties adjust relevant plannings and delimit the UGB. Fengxiang County, as one of the sub-centers of Baoji, has been an important growth pole in the north. In the midterm of industrialization, it attracts numbers of people, information, industries, etc. Urban development boundary can help lead the development of the city in the right direction.We mainly focus on central urban area of Fengxiang County to research the method of UGB delimitation which is available locally and may accepted generally. There are two major parts in this dissertation.The first part is about the theoretical research. The process and method of UGB delimition are put forward through concept definition, related theory research, comparison study of existing methods and practice cases and adaptability research to urban planning system in our country. The process of UGB delimition combines forward and backward ideas. The method of rigid boundary delimition is base on “Negative Planning” theory, and the method of elastic boundary delimition is based on qualitative and quantitative analysis.The second part is about the empirical research. First of all, the growth process, mode and factors of Fengxiang are analysed. The delimition of UGB follows the process and method proposed in the above. Then from the perspective of Non-construction land, rigid boundary is delimited in consideration of rigid imiting factors. From the perspective of self-development, elastic boundary is delimited in view of urban growth factors. Finally, UGB delimited in the dissertation is contrasted with construction land border in urban master planning, and the difference and rationality are analyzed.
