Research On The Development Of Picturesque Village Cluster In Flowers Garden,Conghua,Guangzhou

With the act of urban and rural planning promulgated in 2008, the legal status of village planning has been firmed in top design, and rural areas have received unprecedented attention and highly concern. In recent years, with the reform of the rural collective resources market continuing to deepen on and urban and rural areas continuing to promote the process of integration, the rural areas, especially for those in economically developed regions with a good geographical location, natural resources endowment, have been facing new opportunities for economic development. However, on one way, when compared with urban area, rural area is much weaker and poorer. It is easy to be affected by urbanization, homogeneity or even marginalization in the process of absorbing the "bonus" radiation from the urbanization. On another way, for lack of good management,this kind of villages are easily to be trapped into a malignant competition situation of "thinking alone and developing alone", which is obviously not conducive to sustainable development. Based on this, some rural areas are starting to learn the experience of "city clusters", "industrial clustering", and to search for a clustering approach to rural development, groping for a way to meet the development demands of the village from bottom to top and the management needs of the government from top to bottom.In the background and trend, this paper takes the Development Plan of Picturesque Village Cluster in Flowers Garden,Conghua as a study case, to explore the villages by the perspective of cluster, to study the phenomenon of village cluster development. By starting from the background and current situation of rural community development, and through case analysis and comparison, this thesis is to generalize the village cluster development modes and characteristics, and then to discuss the exogenous driving forces, endogenous driving force and the affection of the village cluster. On this basis, this thesis tries to get the fundamental understanding of the rural values and to rethink about the core values of village cluster development, and to find out the position, effect and value of rural cluster development in the system of rural development. Finally, this thesis gives optimization of implementation mechanisms of the village cluster development from three aspects which are policy formulation, planning organization and management operation, so as to provide some guidance for reference on promoting the theoretical system of rural development, guiding the rural planning and construction, and exploiting and upgrading rural resource value or even in some way, building a new urban-rural relationship.
