With the rapid construction and development of power grid, power facilities, large scale, diversity, complexity, power supply enterprise management technology and the traditional method has been unable to fast, accurate, comprehensive grasp of the data and information of power grid facilities operation. The electric power facilities management information system establishment of two-dimensional mode, the effective management is not intuitive, accurate, real-time distribution of facility location, status, operation information. Therefore, the establishment of power distribution network infrastructure management information system based on 3D Geographic Information System technology, realize the fine management of power facilities is very urgent and necessary.A lot of scholars to improve distribution facilities management ability and level of the research on information management technology, the results show that the 3D GIS management technique has obvious effect on improving the distribution of fine management facilities. Describe the distribution management, the integration management technology of power grid and power grid facilities have obvious advantages, but the research results about the process of the implementation of IT management techniques described less. Therefore, it is necessary to establish a theoretical framework for 3D GIS, information technology and distribution facilities management how to combine to carry on the discussion, this paper is based on the application of 3D GIS a Power Grid Corp as the research background, the key problems of power distribution facilities on-site management and implementation of the.This paper adopts the method of combination of theory and empirical research, based on power enterprise informatization, power distribution management, GIS application research, project management, project management, information system implementation theory and related research, in-depth perspective into every detail of 3D GIS and distribution management combined with the implementation of the integration of information technology and distribution network construction, exhibition facilities management in the process, in order to achieve fine management goal.This article from the information system construction process to explore the integration of information technology and three-dimensional distribution management, in order to solve the problems in the management of distribution network, with the construction of empirical 3D GIS system of XX company as an example. The main research contents of the following aspects:(1) the background and the status quo, analysis of the existing network facilities management problems, put forward to solve the problem by means of 3D GIS technology;(2) in-depth analysis of the status of distribution facilities management, information management of the status quo, and reveals the necessity of new technology implementation;(3) through the design with the process of plan implementation demonstrates the process of integration of information technology and network facilities management;(4) show the construction achievements, to demonstrate the effectiveness of scheme design, and integration of information technology and network facilities management can be realized.The innovation of this paper, is based on 3D GIS network management system construction process, three-dimensional display of the combination of information technology and management, to solve the existing problems in the management of electric power facilities. The content of this paper is instructive to the power distributionetwork informatization, to further improve the power distribution management has certain reference significance.
