Abstract/Summary:
With the reform of electric power system and economic and social development, the state has further increased the power plant project improvement, the expansion of investment, which greatly enhance the overall level of China’s power industry. Coal-fired thermal power construction projects generally have a huge investment, long time consuming characteristics, how to ensure the project completed and put into production, the enterprise can recover the required rate of return in order to achieve the enterprise’s own benefit; how to improve the performance of equipment and technology level in the construction project; how to benefit while reducing pollutant emissions and protect local environment, these questions are countries and enterprises, even scholars need to consider the problem.The coal-fired power plant expansion project evaluation studies, to use scientific methods to find out the influence of burning coal-fired power station expansion project, and carries on the research analysis to these factors, so we can draw a conclusion that the pros and cons of the expansion project. In this paper, the writer has done the following works. First, by searching related literature to understand both at home and abroad in the field of research and gather the burning of a coal-fired power station expansion project related theory, provide theoretical basis and supporting materials for the research. Secondly, according to the principles of constructing the evaluation index system, constructs the index system of coal-fired power plant expansion project comprehensive post evaluation. Third, to the binding of both quantitative and qualitative methods, that is, to fully consider the decision makers combined with the experience of the actual situation of the project judgment, avoid blind pursuit of data information, and can give a more reasonable gives each index weight by using AHP to determine the weight of each index. Fourth, the matter element extension theory is used to determine the matter element, the classical domain and the node domain, and then the correlation degree of each evaluation grade is obtained. Finally, the final evaluation model of matter element based on AHP is obtained. Finally, the evaluation model is applied to the power plant thermal expansion project, to judge the pros and cons of the project. For the burning coal-fired power station expansion project to establish the evaluation index system, including heating special construction, thermoelectric cogeneration efficiency and expansion of development zones and treatment of pollutants and the sustainable supply of production materials in four level index, by using the proposed evaluation model to determine the evaluation grade of the project evaluation to be as "excellent", and then draw the conclusion evaluation and project in the main problems, and puts forward related suggestions according to these problems, so that the implementation of the results of this study landing.In this study, using the scientific method to establish project decision problems in coal-fired power project investment in the construction of the preparatory work before, for the design and construction process, and after production operation management process to conduct a comprehensive analysis of coal-fired power project evaluation based on factor analysis to construct the evaluation index system and matter-element extension assessment model. And through the analysis of examples of project construction, special heat cogeneration efficiency, expansion zone development and pollutant disposal and sustainable supply of production materials and comprehensive evaluation, the project found the defect and advantage, summarize the experience and lessons, provide the basis for subsequent similar project decision-making, improve project management level.
