Since the reform and opening up, China’s rapid economic development, as of the second half of 2015, China’s dependence on imported oil has risen to 59.6%. "Twelfth five-year" period, China’s energy development goal for building safety, stability, economic and clean modern energy industry system, Renewable energy industry has become a national economic strategic and forerunner Industry. Wind power as a kind of renewable energy, has the rich deposit, never dried up, clean pollution-free characteristics. Large-scale development of wind power is the inevitable choice for China’s power industry sustainable development strategy.In this paper, the investment based on domestic and international wind power project research. The evaluation of wind power project investment decision-making has been fully studied. Firstly, this paper used literature analysis method which describes the project concept and characteristics of investment decision evaluation, making the theoretical basis for the thesis. Secondly it analyzed the evaluation method of investment, which is analyzed with the characteristics of wind power project. This paper analysis wind power projects case in detail, it is concluded that many factors will affect decision making, it should obtain the main factors and build a wind power project investment decision evaluation model. Fuzzy comprehensive evaluation method will be the key problems in the comprehensive evaluation of wind power project investment decision which is expressed in a quantitative form, and fuzzy processing, to a certain extent reduce the subjectivity, making the evaluation more objective and scientific. Finally, this paper analysis the Wudaogang wind power projects, and concluded that the construction of Wudaogang wind farms is technically feasible, and it has great economic and societal benefit. In addition it also demonstrated the wind power projects investment decision evaluation index system and model is scientific and rational.The main innovation of this paper is to propose a more comprehensive scientific evaluation system build process, combined the focus of analysis and comprehensive analysis, combined mathematical models and empirical evaluation. Establish a feasibility of a comprehensive index system applicable to the project.
