Electricity power as support for basic industries of the national economy development, the ultimate goal of its development is to meet the rapid development of the national economy and people’s rising demand for electricity. In recent years, under the circumstances of rapid economic development, power consumption is rising rapidly, and the power industry must develop at a faster rate to ensure a stable power supply, for which China continues to invest a lot of money for the construction of distribution network. Distribution network projects have the characteristics such as long construction period, investment in large-scale, capital-intensive, complex factors influencing the effect of investment, more difficult investment decisions and so on. All kinds of pressures of distribution network construction continue to highlight. This paper researches on the evaluation of distribution network engineering project. We can not only summarize experiences and lessons from the completed projects, but also provide reference for future distribution network construction projects, improve its decision-making level, and ensure that all projects under construction investment returns. This paper has important pactical significance to improve the management level, and to achieve optimal allocation of resources.In this context, combined with the characteristics of distribution network, this paper establishes and improves the mechanism of project post evaluation for distribution network in China, research on its system and method. Firstly, the paper has consulted and collected the relevant literature at home and abroad, which laid a solid foundation for the evaluation of post-distribution network project. On this basis, this paper describes the backgroud, significance and research status of research on the evaluation of distribution network engineering project based on life cycle theory, introduces its related theories and methods, and proposes its main research contents. Then, on the basis of constructing principles and steps of index system, the paper constructs evaluation index system of the evaluation of distribution network engineering project based on life cycle theory. According to the characteristics of the index system, the paper establishes a fuzzy Analytic Hierarchy Process Assessment Model after detailed instruction of AHP theory and Fuzzy Comprehensive Evaluation theory. Finally, we take LangFang City distribution network project as an example for empirical research, and analysis the case with the index system and model that the paper constructs, in order to verify that this paper builds a scientific and operable index system.This paper innovatively studies the ralated methods mainly from two aspects. Firstly, the article presents the system of the evaluation of distribution network engineering project based on life cycle theory, and the distribution network project has been divided into stages according to whole life cycle. Secondly, the paper constructs the index system of evaluation of distribution network engineering project based on life cycle theory, and innovatively adds the evaluation index of energy saving capabilities in line with the current trend of low-carbon economy.
