With the release of nuclear power security plan and medium and long-term development plan, the construction of nuclear power will gradually restore in China. The sluggish inland nuclear power will be on the agenda again. For the wastewater discharge of the inland nuclear power contains low-level radioactive wastewater which will impact water quality safety downstream, and the damaged plant will do harm to national water resources security in the event of a serious accident, water resources security is very important for siting inland nuclear power. So water resources security is the important premise of inland nuclear power development, and the vital component of nuclear safety system.Based on the collecting and sorting of literature and data, the situation of water-draw and wastewater discharge of nuclear power in China was analyzed in this paper. And then index evaluation system for water resources safety of inland nuclear power siting was established, with two models based on AHP and Fuzzy Comprehensive Evaluation. The main research achievements of this thesis are as follows:(1) Basic data of water resource assessment of nuclear power in China was collected. The situation of water-draw and wastewater discharge was analyzed. Current technical standards related to the site selection of nuclear power in China were investigated. And the above contents related to the water resources security were selected. Based on the above analysis, radioactive elements diffusion in water and radiation to human were analyzed.(2) According to PSR model theory, the system of evaluation index for water resources safety of inland nuclear power siting was builded. The criterion layer consists of three parts which are Pressure, State and Respnse. Pressure includes regional water resources shortage, efficiency of water use, sewage discharge total amount, water environment planning compatibility, water resource protection and population distribution. State includes 9 indexs, such as affected irrigation area, ecological basic flow, etc. Response includes outfall setting, contingency plan, storage of radioactive waste liquid and irradiation dose.(3) According to the current technical standards related to the site selection of nuclear power in China and the most strict water resources management system, in this paper we define an evaluation criterion and establish evaluation models which use AHP and Fuzzy Comprehensive Evaluation to evaluate water resources safety in the siting of inland nuclear power plants. Combined with a nuclear power plant as an example, the water resources security was investigated by using the established comprehensive evaluation models. Different models show the same evaluated result that the water resources safety of the nuclear power plant siting can be guaranteed basically. So the evaluation system is credible and dependable.
