Water is the Source of Life, is the material basis for the survival of every creature innature, plays an irreplaceable role in economic construction and social development. With thecontinuous increase in the number of the continuous development of society and population,the problem of the unreasonable utilization of water resources caused by the shortage of waterresources, water pollution and the tension between supply and demand has becomeincreasingly prominent, the problem of water resources has been a threat to national economicand social development and people’s life and property safety. Water resources because of itsunique and irreplaceable, is becoming the key factors restricting the development of humansociety, water resource security problem has aroused the attention of experts, scholars and thesocial from all walks of life, and become a hot point in the field of water resources research.In this paper, from the point of view of water resources safety point of view, taking Shenyangcity as the research object, the evaluation study of nearly ten years of Shenyang City, waterresources security situation, the main research contents and results are as follows:In this paper, in the exploration of evaluation of water resources security in the process,the water system, water environmental system, social system, economic system andecological system, puts forward and builds the safety evaluation system of water resources.Select the amount of water resources per capita, Engel’s coefficient, Industrial wastewaterstandard discharge raterate, population density and drought coefficient20representativeindexes.According to the important degree of each index in the evaluation system, using AHP(the subjective weight) and entropy method (objective weight) to determine the objectiveweight and subjective weight method, the optimal weight to determine the weight of eachindex in the comprehensive evaluation system of. The division of evaluation of each indexlevel, and based on the standard evaluation, membership degree are calculated relative to thelevels of the standard index. Methods by using the fuzzy comprehensive evaluation of safetyevaluation subsystem and the comprehensive assessment of water resources security value.Evaluation and analysis of Shenyang city from2002to2011of every subsystem andintegrated water resources safety. The evaluation results show that, Shenyang city watersystem and water environment security has fluctuation trend in these10years, social,economic and ecological system security is on the rise, Shenyang city water resourcescomprehensive safety overall upward trend. According to the Shenyang water resources safety evaluation results, combined with theeasy to appear in the area of economic and social development and utilization of waterresources problems. Putting forward the development and utilization of the rise to thestrategic height of water resources, Shenyang city should be based on its own conditions andcharacteristics, develop water resources development, utilization and allocation plan, thereasonable allocation of water resources, to upgrade the industrial structure, eliminatebackward production capacity, strengthen water utilization efficiency, the establishment ofmarket-oriented management of water resources way, strengthen the training of waterresources management personnel, the establishment of water-saving society, strengthen waterconservation propaganda, improve people’s awareness of water conservation.
