Study On Environmental Sanitary Special Planning In Mid-sized Cities And Small Cities

Environmental sanitary is one of the basic public welfares counting for improving the quality of people’s living and achieving the goal for comprehensively constructed well-off society. In the current context of ecological civilization and new-type urbanization, environmental sanitary should be guided by the special planning and focused on accelerating the comprehensive construction of domestic garbage treatment facilities and improving the whole-process——classification of transportation, innocent disposal, and resource utilization——management of the collection and classification of garbage. After widely referring to domestic and foreign literatures and rigorously analyzing the present situation of environmental sanitary in our country and other countries, this paper concluded some problems of environmental sanitary urgent to be solved in our country and then elaborated the actuality and problems on compiling the environmental sanitary special planning in our country. On these basis, this paper interpreted and pointed out some problems of the environmental sanitary special planning of two typical small or mid-sized city--Jurong and Xinyi in Jiangsu province. Furthermore, this paper provided some most practical suggestions and optimal scheme on whole-process management, including classification of transportation, innocent disposal, and resource utilization. Finally, this paper proposed the "Guidelines for environmental sanitary special planning of mid-sized cities(draft)", with the hope of providing a guidance for the "the environmental sanitary special planning" of small and mid-sized cities.
