Therefore, the growth of the port and the volume of business is also rising so that the pressure of pilotage service is increased. According to statistics data, there are a number of pilotage service times which are up to 25999 by the Shenzhen harbor pilot station during 2014. Thus, it has important significance for guaranteeing the efficiency of port operation, maintaining security and order of the port and protecting the environment to ensure the safety of pilotage service.Safety is the basis of business operation. Port operations and the safe navigation of the ship are inseparable. In order to reduce the loss of people and property, it is necessary to improve the safety level of Port Pilotage. The analysis of safety factors that may impact Shenzhen pilotage is based on people, shore-based equipment, environment and management. The Shenzhen pilotage Safety Evaluation Index System is based on the above four points. The system was divided into four secondary factors and fifteen three-level indicators. The former include crews, Port environmental factors, facilities, equipment, and management. The later include pilots, natural environment, ship hull, traffic management system, and so on. The method of FSA is used in this paper. And use AHP to determine the degree of influence of various factors. The mathematical model is fuzzy mathematics comprehensive evaluation.Eventually, the evaluation results can obtained through the assessment of Shenzhen harbor pilotage risk. Then classified indexes were sequentially presented the control or elimination scheme on the basis of the results for Shenzhen harbor pilotage risk in order to further improve the safety of pilotage service and prevent the navigational accident. Thereby, they could further protect the safety operation of Shenzhen harbor pilotage service and establish the important bases for the theoretical foundation. |
