With the development of urban renewal, some historic and cultural regions expand and become urban city’s brand depending on a lot of scenic spots. This development gives birth to mass tourism. "Authenticity" arises with the advent of mass tourism. Otherwise the emergence of major economic develops so fast that outside forces result in the destruction of local cultural heritage, or cultural heritage commercialization as worse. Homogenization called "false incident "makes travelers questioned the authenticity of the true culture. To some extents "Authenticity" express various levels of tourism. The reason why visitors explore the historical and cultural street is not just for a simple gaze on the subjective blocks but also to find a real experience of the particular culture. Its core essence is the experience of Being-oneself. Tourists experience is a comprehensive reflection of cognition-perception of authenticity to tourism products and services. The demand of the touristsis to find the authenticity by participating into the culture product designing and festeval experience. The authenticity perception is the elaborationof the authentic problems arise from historical and cultural district by the way of experience. It balances not only the protection of cultural heritages authenticity but also the psychological demands of tourists. Authenticity perception provides a new direction for property developersto promote historic and cultural districtsinfluence.Therefore, this article aimed for historic and cultural districts developmentthought of viewof cultural and tourist perception of authenticity. We launch the research combined with the case of historic and cultural street Litchi bay chung through the summary of authenticity, staged authenticity, perception. We do some interviews and a questionnaire survey about visiting motivation, perceived authenticity tourists, visitors experience, satisfaction, tour behavior after investigating. As for data analysis, we use SPSS 19.0 descriptive analysis, factor analysis, variance analysis to sum up the factor of historical and cultural authenticity. The conclusion is as follow, the factor are "materials and substance" "traditions and techniques" "location and setting" based on objective factors and "spirit and feelings" and "cultural activities" based on existentialism culture experience. From the result of variance analysis, the properties of different tourists and visitors experience motivations affect the authenticity analysis, the properties of different tourists and visitors experience motivations affect the authenticity perception. Finally, based on research, the paper recommended firstly urban renewal must follow the tourist’s experience and the transformation process of historic cultural districts in the material transformation.Secondly, developers should focus on communication and educational and cultural products creation and cultural activities.Thirdly, the cultural development shouldkeep pace with the commercial development in historic and cultural districts in order to maintain the landscape connection.
