Highway freight is one of main ways of freight transportation, which has been attracted more attention than other mode of transportation increasingly. Even though the most ratio of freight market is owned to highway freight, the situation of highway freight is still small, dispersed, chaotic and poor. So there are many issues that must be resolved in highway freight. The most critical issue in highway freight is the poor communication of information, which has led to a bad performance in the development of highway freight. Thus, in the background of information and internet Age, how to resolve the issue that mentioned above through technology and innovation has a great significance.This paper is aimed at constructing an intelligent logistics information platform with ERI system, to solve the issue of information asymmetry in vehicle monitoring and logistics resources trading. First of all, based on the analysis of some fundamental theories about highway logistics information platform and ERI, this paper concluded that the UHF passive RFID was the best information acquisition technology compared with electronic eye, multi-ultrasonic sensor, and active microwave in constructing logistics information platform. Secondly, based on summarizing user requirements of platform, this paper devised the integral logical structure model of this platform, and designed the functional modules by the methods of modularization. Furthermore, this paper modelled view models of two core subsystems of this platform (logistics vehicle-driver information management system and logistics resources trade system) by UML. On this basis, the work presented the design of architecture model and table structure of platform database and the Java Web code for realizing integrant core functions. Last but not least, Xindu Logistics Park Pilot Project was studied through case analysis in the last session, and the design scheme for first phase construction of project was analyzed from many aspects which include software and hardware system architecture design, analysis of information source system, base station system and operation system, and selection of main hardware, etc. One important research achievement is confirming memory structure and EPC encoding mode of RFID chip of vehicle during the process of information source system design.The logistics information platform that introduced in this paper is an intelligent logistics information platform whose core business is highway freight. The platform adopted ERI system as its information source system, and contained some functional application, such as, logistics vehicle monitoring, vehicle identification, statistics of vehicle information, information release, online transaction, order tracking management, online payment and credit evaluation, etc. The construction of this platform has certain reference significances for construction of intelligent logistics, and it is helpful to enhance the level of logistics informatization.
