At present,the logistics public information platform construction pay more attention on the information application,ignoring the model system and technical methods to solve the problem of logistics industry development.It is short of exploring the transformation from the application type to the “intelligent” type using the theory of transportation organization and behavior economics.In particularly,lacking of relevant theoretical research is the key issue of high logistics cost,insufficient industry concentration and lack of credit evaluation.Therefore,in view of the lack of theoretical model foundation of transportation and logistics and the problem of platform service efficiency and intelligence,this paper comprehensive use of the transportation economy,platform economy,game theory,optimization and other theoretical methods to carry out related research.First,according to the idea of “theory-practice”,the demand value and application value of highway logistics public information platform were analyzed.And highway construction technology of logistics information platform was established from the aspects of overall architecture,technology architecture and key information technology.On this basis,wisdom sexual function of highway logistics public information platform was designed from the aspects of route guidance,bidding auction and credit evaluation.And the operation strategy was put forward to provide new ideas and reference for the development of logistics informationization.Secondly,by comparing the transaction mode of highway freight transportation,the freight bidding process of the public information platform of the intelligent highway logistics was put forward based on the comprehensive consideration of the competitive price factors and the design principles of the competitive price mechanism of the public information platform of the intelligent highway logistics.And the game strategy of logistics service demand side and logistics suit in the bidding process of the intelligent highway logistics public information platform was identified based on the game theory.Further,the model of the demand side of logistics service and the supply side of the logistics service was constructed,and the validity of the bidding model was demonstrated by using a case.It is found that the model can be better suitable for the fair competitive price of logistics market under the environment of information platform,and it can solve the actual problems of the current malware competition in the logistics market and the non bargaining power of the individual in the bottom transport,effectively.Thirdly,on the basis of identifying the influencing factors of the logistics path selection behavior,the comprehensive distribution cost of the logistics path was synthetically measured by the link distance,the travel time and the incidence of the road accident,and the logistics path guidance model of the regional urban integrated road network was constructed by the optimization objective of the minimum distribution cost of the logistics path.A Dijkstra logistics path optimization algorithm based on dynamic impedance is designed.At the same time,taking the Kunming Anning regional road network as a case,the logistics path optimization scheme based on the least comprehensive distribution cost was compared with the shortest distance,the minimum travel time and the lowest incidence of accidents.The advantages of short and lowest distribution cost verify the effectiveness of the regional urban integrated logistics network route guidance model.Finally,based on the stakeholder theory and the platform bilateral user market theory,the credit evaluation mechanism and system of the intelligent highway logistics public information platform were put forward.Based on the consideration of the logistics demand side credit,the logistics supply side credit and the logistics public information platform credit,the rough set theory was used to construct the credit evaluation index system and evaluation model of highway logistics public information platform.Taking the public information platform of Yunnan intelligent transportation logistics as a case,the paper focuses on the credit evaluation of its portal and trading system,obtains the credit rating and existing problems of the public information platform of Yunnan intelligent transportation logistics,and the credit evaluation index system and evaluation model of the intelligent highway logistics public information platform was validated.
