With the rapid development of the economy and the rapid increase of motor vehicles in China, road infrastructure can’t keep up with the increase of traffic demand, more and more cities appear serious traffic congestion. With those traffic problems, the environmental pollution problem is increasingly highlighted. In order to alleviate urban traffic congestion and reduce the urban vehicle emissions and environmental pollution, the parking problem is becoming a hot spot of traffic problems. As the end of the dynamic traffic, parking problems can directly affect the dynamic traffic, and play an important role for improving the dynamic traffic. Good parking planning can directly affect the travel mode choice of residents to control the amount of trips and to optimize the entire road network. Differential parking fee policy could achieve this goal more to reduce the amount of trips in the city center and ease urban congestion.The motor vehicles in Beijing is the highest in China, followed that is the serious traffic problem and the environment problem, which is the key problems need to be solved. This paper mainly study at the parking problems in Beijing, and design a scheme of differential fee of roadside parking. At first, the paper gives a general overview, including the current research status at home and abroad. Secondly, the paper gives an overall analysis on the parking problems, including the policy of typical cities at home and abroad in differential fee of roadside parking and Beijing parking policy analysis, which is based on the field investigation in the key areas of roadside parking, and analysis the existing problems in roadside parking. Then the paper gives the study of parking fee pricing method, including pricing influence factors, the pricing principle, and the pricing model. Through the questionnaire method to get the data, fit out of the car transfer ratio curve to get the parking fee. After that, the paper gives the study of method of dividing the roadside parking area, including the principles, influencing factors, and the model, and combined with the parking data in Beijing, the paper gives a new plan of parking area division. Finally the paper put forward the scheme design of differential fee of roadside parking in Beijing, including the division of parking area, the parking fee, the price adjustment mechanism and parking enforcement. This paper on the scheme design of differential fee of roadside parking, is in order to implement alleviate traffic congestion in downtown and can achieve the goal of reducing the environmental pollution.
