Lots of passengers will be delayed when the subway can’t operate normally due to railway emergency, and even the normal travel requirement can’t be satisfied. So it is significant to research how to evacuate the delayed passengers and decrease the impact of railway emergent event.Once there is railway emergency, subway firstly tries to evacuate passengers by adjusting its operation schedule. If the delayed passengers are so many that subway cannot deal by itself, the ground transportation methods, such as distributing bus, taxi, public bus etc., should start to evacuate the passengers. The public bus is most powerful way among all the methods. However it needs to assign many buses temporarily to evacuate stranded passengers, this not only costs so much resource, but also will affect the original bus operation. So starting public bus transportation must strictly follow the proper process according to existing standard.In this paper, three main topics are discussed focusing on how to evacuate passengers under emergency situation:the condition of starting public transportation; proper ways to arrange guidance maps in order to guide passengers efficiently after public transportation starting; ways to arrange buses along the subway.After researching current status of railway emergency topics, this paper analyzes the Threshold of starting the public transportation based on the gap between the passenger demand and transport capacity of the subway. Then, Fuzzy comprehensive evaluation model about starting public transportation has been built according to Fuzzy Mathematics Theory.Secondly, this paper tries to make some proper suggestion on the guidance map arrangement under emergency situation based on the guidance signpost design principles and basic signpost shape elements after studying existing railway signpost system. According to these research results, investigation and analysis of XinJieKou station signpost current status has been made.Finally, this paper clarifies the public transportation process and method, and specifies the corresponding responsible regions for public transportation through Weighted Voronoi Chart. And take from XiaoLingWei station to DaXingGong station on NanJing Metro Line2as an example, the responsible regions are divided according to the mentioned method.
