High-speed train has become one of the most sustainable transport equipment which has the advantage of its rapid speed, low pollution, comfort and punctuality. The safety of the high-speed train always comes first. Once a fatal failure occurred, it is likely to cause serious train accidents or even subversion. It brings huge losses and significant impact to the people as well as the country’s property. With China’s high-speed train getting into the world market, a series of international competition is faced, and in the domestic the competition of the highway and the aviation is also increasingly fierce. How to satisfy the demand of the high-speed train market and how to further improve the safety of high-speed trains is the key. So it is necessary to study the safety evaluation of high speed train. This paper analysis and research the operational safety of high speed train mainly from the following aspects.(1) Construct high-speed train operational safety evaluation index system and present the selecting and constructing principle of the indexes of high-speed train operational safety assessment. From the" human-machine-environment" three aspects this paper comprehensively reflects the related factors and conditions of high-speed train operational safety and combines the qualitative indexes and the quantitative indexes to assess the operational safety of high-speed train. It will avoid and decrease the safety accidents of the high-speed train.(2) Propose the components correlation risk index of high-speed train security. The multiplex network is presented and the multiplex network model of high-speed train is constructed. The model makes up the insufficiency and flaw of the single network model of high-speed train in the previous research. The high-speed train system is divided into mechanical, electrical and information child layers. Through analyzing the importance and position of components in a network model the correlation risk indexes is gotten. It complements the operational safety assessment index system of high-speed train better.(3) Uncertain multiple attributes group decision-making is adopted. The paper combines with different attributes of each index and introduces a concept of intuitionistic fuzzy numbers for qualitative indexes based on uncertain multiple attributes group decision-making method. And then we calculate the weight of the experts and evaluation indexes through the expert credibility function and entropy weight method. It ensures the objectivity and validity of qualitative indexes. After that, we solve the problem of information aggregation about the data of mixed types by VIKOR method and propose the method of high-speed train operational safety static group decision-making method. Finally the time variable is introduced and we transform the static group decision-making method to a dynamic method which contains the time, evaluation indexes, evaluation objects and experts dimensions. The method is able to consider the update and the change of the data and experts’ knowledge more comprehensively.(4) In view of the high-speed train bogie system, the proposed high-speed train operational safety assessment method is applied to assessment the risk rank of the different components in the same train and the same parts in different trains. And then this paper discusses the high-speed train bogie operational safety assessment which has the data and evaluation information in multiple time.
