Passenger train operational plan is the key part of the transportation production plan of the railroad transportation organizations and enterprises. It is also the foundation of the profit optimization of transportation institutions. Railway operation plan usually refers to the transport production activities, including transporting organization and operation management. The evaluation of the operational plan can reflect the performance of transportation enterprises; therefore providing scientific evidence for transportation institutions to choose operational plans rationally. With the development of urbanization, the planning and construction of the high-speed railroads connecting city clusters are speeding up. Current evaluations of railroad operational plans are mainly about long-distance passenger trains, mostly on capacity allocation efficiency. However lack of pre-evaluation research on the project decision-making stage,and lack of market demand, economic benefits, and social benefits. The research of pre-evaluation designed to assess newly proposed intercity railroad operational plans can not only establish a corresponding evaluation system to the intercity railroad operational plans, and making rational operational strategies; also making optimal adjustments to the operational plan with clear purposes at the early stage of operation which can efficiently adjust and optimize the intercity railroad operational plan. Therefore, the paper based on the perspective of the per-evaluation of the new intercity railroad operational plans for comprehensive evaluation. In this research, the following aspects had been discussed:Firstly, this work has compared and discussed current available evaluation methods of intercity railroad operational plans and their correspondent profit analyses nation-wide and internationally, including the definitions, the characteristic points, current status and the analyses of the major factors that influence the profits of the transportation enterprises. This work also emphasized the importance of evaluation objectives, the efficiency and the range of application of the evaluation methods.In addition, this work also summarized the four key aspects of the evaluation objectives of the performance-oriented evaluation method; they are economic effects, capacity allocation efficiency, service level and social effects. Therefore, an evaluation index system has been established for primary screening of operational plans according to performance-oriented evaluation. The next steps involved both qualitative and quantitative analyses, and finally a set of performance-oriented evaluation indices have been screened out. This work proposed the feasibility of the application of matter-element-extension theory to the evaluation of operational plans, and established a new evaluation method based on the matter-element-extension theory, Matlab used to solve the model.Finally, this work used the operational plan of the newly constructed Guangqing intercity railroad project in the Zhujiang Delta railroad network as an example to showcase the analyses and evaluations of different operational plans. The newly developed evaluation index system based on performance-oriented theory of the railroad operational plans and the matter-element extension method thus has been tested and validated.
