ETC(Electronic Toll Collection) system is used in tollgate of highway. ETC system can automatically complete toll transaction. And, ETC can effectively settle and improves lots of problem in current traffic system. ETC system contains RSU, OBU, road controller unit, collection management center, and other auxiliary unit ETC(Electronic Toll Collection) is a new automatic collection system. Application of ETC system settles and improves lots of problem in current traffic system, such as vehicle speed on highway, highway capacity, etc. Nowadays, ETC has already been widely used to collect toll in highway, bridge and tunnel, and became an important part of ITS.Generally, ETC system mainly includes RSU(Road Side Unit), OBU(On Board Unit), road controller unit, vehicle detecting unit, collection management software, and other auxiliary unit. Road controller is an important part of ETC system. In ETC system, Road controller is used to manager traffic lights, video acquisition equipment, barrier machine, vehicle detecting unit, and toll display, etc. This article introduces an optimization design of road controller based on ARM microcontroller. Through using a low-price and high-performance ARM microcontroller, system also can complete vehicle detecting and video processing. While, this paper detailed describes hardware structure and software module of road controller.First determine the overall design of the highway electronic toll collection system based on system functionality and performance to determine the overall system design, and the composition and parameters of the system design; Secondly, the research, design and implement the designing, including the codec, radio frequency communication, LCD display and power module of a vehicle OBU module equipment, and the vehicle OBU module device hardware circuits and embedded control software; Thirdly, the research, design and implement the designing, including the codec and radio frequency communication of the RSU module equipment, and the RSU module device hardware circuits and embedded control software; then discussed the lane controller hardware and software design of microcontroller technology; Finally, the use of the PCNN neural network model, use the Handle-C language to achieve the highway kept charges of passing vehicles in the system image pre-processing module in the FPGA platform.
