2014 national transport work was suggested that the current and future periods is to comprehensively deepen reform and concentrate on accelerating the "four traffic" development. "Four traffic" refers to the comprehensive transportation, intelligent transportation, green transportation, safe transportation. The inland maritime sector plays an important role in achieving the grand goal of the four traffic.In order to achieve ship’s safety、green、efficient purpose, just relying solely on broaden or increase channel number, which is not only costly but also open to question the feasibility. So we should turn to VTS management agencies who can provide services to ships.Our country’s inland waterways is long and narrow, complex terrain, the high cost of the construction of the VTS center obstruct the development of our country’s inland VTS, especially there are so many ferries in our inland river, ferry area has become institutions of our country inland VTS regulatory blind area. In addition, the service function of VTS center is easily influenced by human factors, and there is a certain security hidden danger. In this context, after the preliminary investigation, this paper analyzes the needs of the inland river VTS, and builds the Smart-VTS system.To sum up, this paper has done the following work:The author provides a framework for Smart-VTS systems, and completed the construction of the system;For the phenomenon that inland maritime communications regulators unregulated term, referring to the Ministry of Transport standard communication language, the author sort out this article applies to inland standard alarm instruction total 18;In order to facilitate the crossing area and ferry deceleration identification band, the author involved in designing the zebra crossing deceleration zone; the pitch according to the ship-following model, the proposed model also provides a theoretical basis safe distance from the bow ramp settings in ferry area;In order to verify the stability of Smart-VTS system, the system run demonstration in Xiangjiang River terminal area, which has been recognized by the local maritime sector.
