In 2011 the province’s per capita income of farmers reached more than 6900 Yuan, with an average annual growth rate of 16%. As the continuous improvement of living standards, the enthusiasm of the rural residents to build owns house continues to rise. At the beginning of 2009, Hebei province made a major strategic plan to improve the living condition of rural residential, carried out the "thousand village demonstration" project and the new residential construction pilot work in the province, focused on improving the living conditions of rural residents, and above all, efforts to achieve a clean environment which is also comfortable for living, and brings convenience to the life of the new socialist countryside. In recent five years, the province’s rural residential construction scale is around 20 million square meters every year and the rate of rural residential buildings is close to 17%. The new rural housing is different from the previous rural residential housing, it is not only comprehensive, systematic project, but also reflects the regional and cultural differences in residential building. New rural housing construction, not only can greatly satisfy the masses of rural residents about their desire to improve living conditions, but promote the farmers to gradually change the traditional old ideas, accept new residential construction concept. At the same time, overall planning of public infrastructure, and promote the reasonable cooperation in the infrastructure and ensure the stability and practicality of the facilities in the process.Aiming at the issues of rural residential construction in Hebei province, such as unreasonable planning and function structure in construction, scattered layout, poor quality of engineering, the appearance of the construction. In the practice of the new rural housing construction, people oriented and attaches great importance to the rural residents to participate in. Based on the theory about the residential design and participate in the new rural comprehensive renovation of residential construction in Taitou village to study the existent problems of new rural construction in Hebei. The investigation of rural residential construction is continued from different angles such as in-depth rural areas, the history, geographical attributes and the humanities environment. The survey which include the demand from the residents should take the local natural geographical environment and the traditional architectural culture as the breakthrough point, reflecting the distinct characteristics that are convenient of daily life and conducive to the agricultural production in the rural residential planning and designing. It mainly analyzes the basic principles of residential layout and specific requirements, emphasis on inheritance and development of the cultural characteristics of the local traditional architecture. This paper discusses the overall regional planning and development in new countryside, to realize the topic about the rural residential construction which includes humanity and science, construction of land saving, energy saving and living environment, public infrastructure. Above all, it provides a reference for rural residents from the macroscopic planning level to a specific residential construction level.
