Study On Riverhead Protection Pattern Of Taihe Reservior Based On Benefit Balance Mechanism

TaiHe Reservoir is the important drinking water sources of Zibo City and plays key role in protecting drinking water safety of urban and rural residents to speed up the building of strong economic and cultural well-off and harmonious city and to promote the city’s economic and social development. TaiHe water source protection has made some achievements. However, due to many factors, the pressure on water source protection is more and more, as the same time, as result of rural infrastructure lagging behind, relatively weak economic conditions and slow social and career development, main indicators of regional economic are lower than the city average, and the contradiction between regional economy development and drinking water sources protection become increasingly apparent. Therefore, how to conduct scientific and reasonable protection of water resources protection and use the correct model to handle relationship between water resources protection and economic development in order to advance agricultural efficiency and social economic development. This is important to Zibo City, as well as the overall situation of national economic and social development.In this paper, first, make a basic introduction on TaiHe Reservoir, and social and economic development situation on TaiHe Reservoir is investigated. Then making use of stakeholder theory to identify stakeholder groups of TaiHe, after understanding respective rights and obligations, to analyze Cost-Benefit of stakeholders because of engineering measures and non-engineering measures. And as for the status of TaiHe Reservoirs to make analysis of economic development and benefit.From the view of benefit balance between water sources protection and valley economic development, to make a research on Taihe River Reservoirs water sources protection safeguard, mainly including in the general priority guidelines, engineering measures priority guidelines, non-engineering measures priority guidelines, and make evaluation on various measures. On this basis, clarify water source protection and the relationship between regional economic developments and put forward region’s economic development principles under the premise of reservoirs water sources protection. In the end, based on the benefit balance and to maintain TaiHe Reservoir Basin sustainable economic development, the sustainable development model of TaiHe Reservoirs water sources protection is put forward.
