Water resource is the foundation of natural resource, which is the controllingelements of the ecological environment,Each urban development is closed relatedwith water resource. XiNing city in the semi-arid areas, Water demand supplybalance will directly affect the direction of its development.Therefore,study thewater supply and demand changes can help us correct understanding of water currentsituation and future of XiNing City, the same time it can also promote thecoordinated development of the city’s economic and ecological. This article reads asfollows:In this paper,on the basis of summariing water resource research at home andabroad,as the support of the sustainable development、 water supply and demandbalance、circular economy theory, analyse XiNing City water resources developmentand present situation.Learn from of Home and abroad on the water supply and demand calculated,thisarticle use the fixed method and opposite direction methods to predict all waterdemand items.obtain in2015, Xi Ning City water supply785million cubic meters，the total water demand for1.187billion cubic meters;2020,the quantity of water cansupply859million cubic meters，the total water demand of14.08billion cubicmeters;2025，the water supply of911million cubic meters，the total water demand of13.36billion cubicmeters.Thus,the risk of the city water supply and demandimbalance in a certain period of time continue to exist, and with the expansion of thecity, the risk will have larger trend.Objective analysis of the main reasons for the supply and demand tension:First,XiNing have less precipitation, it belongs to the resource-based city short ofwater,and the uneven spatial and temporal distribution; Second,engineering watershortage, the part of the pumped well、water diversion pipelines of XiNing which isold and dilapidated, resulting in a loss of water；Third，the use of existing waterresource careless,(the use of extensive Industrial and agricultural production andwater consumption in water use, which was partly caused by one of the reasons) thelack of Urban sewage treatment capacity, present continue to highlight the waterquality of water shortage.According to the the reality of the situation of Xi Ning City, raised somesolutions:First,strengthen the input to the Dispatch Da to Huang,and continue to easecontradiction of the water shortage project;Second,strive to do the recycling of waterresources, enhance city water reuse, wastewater amassing processing capacity;Third,reasonable to adjust the industrial structure of production,actively promotewater-saving production; Forth,step up publicity to raise public awareness of water conservation, in order to ensure the water supply and demand with regional socialand economic coordinated development.
