A Study Of Configuration Optimization Of The Public Facilities In Jinan New Material Industrial Park

Since Reform and Opening, industrial park has played a very significant role in the development of economy and society and become an important carrier of industrial agglomeration. With the increasing size and number of industrial parks, the demand for public facilities in industrial parks is enhancing. Public facilities configuration have become a key factor which promotes or restricts industrial parks’ further development. At the present stage, industrial parks in China are basically beyond the stage of industrial agglomeration and have changed into composite functional areas from single production areas. And they have become quite a significant kind of spatial carrier and implementation path of urbanization in China, which puts forward higher requirement to the study of configuration of public facilities in industrial parks. Due to different types, locations, sizes and stages of development of industrial parks, it’s difficult to find a common standard of public facilities configuration. However, there’s inherent law and unified research method because of the function and characteristic.This paper selects Jinan new material industrial park as the research object. It is a vital industrial park in the north of the Yellow River in Jinan, which is a major guidance zone of the northing of industrial development and city crossing. In order to solve the everyday needs of industrial employees, some configuration scheme for the public facilities in Jinan new material industrial park are proposed in Control Planning of Bridge-Sangzi Area in Jinan.However, there are still some problems in the type, the scale as well as the spatial layout of the public facilities in the planning in spite of the influence that numbers and characteristics of industrial employees have on the demand for public facilities. And the configuration needs optimization.This paper takes the public facilities as the research content. On the basis of summarizing the characteristics in location, industry, population and administration of the industrial park and evaluating the planning, the problems of public facilities in the current situation and the planning are pointed out. The optimization analysis is deployed from three different angles, which are demand deviation, dynamic configuration and facility usage habits. In demand deviation, we take some interviews and questionnaire surveys to get the general demand of the industrial employees, compare the level of demand for different facilities and summarize the characteristics of public facilities demand of industrial employees in the park. In the aspect of dynamic configuration, we generalize the level of facilities demand in different development stages of industrial park and research on correlation between the demand for facilities and demographic characteristics which is the basis of dynamic allocation. In point of facility usage habits, the use frequency of daily public facilities in industrial employees are utilized to find out the necessary facilities within the scope of the industrial park. Also we figure out the service radius of different kinds of public facilities based on maximum travel time for facilities. According to the above research, some proposals about the types,size,spatial distribution and operation of public facilities in the industrial park are raised.
