There are about over 2 billion m2 of new housingin China each year, which accounts for more than 50% of global new housing area. With the continuous development of urban construction and the rapid growth in construction industry usher, the building energy consumption is growing rapidly. It is generally considered energy efficiency in the construction industry is the most rapid and efficient way to realize energy-saving and emission reduction in China. From the perspective of China’s national conditions,star-hotels have huge potential for building energy-saving, since the energy consumption of these buildings is an important component of the total. To build a comprehensive energy consumption quota system is an effective way to achieve energy-saving goals in star hotels.From August 2015 to November 2015, we have launched a research and survey on energy consumption of star-hotels in Shandong Province. The energy consumption of a sample survey of 210 buildings in total includes 18 five-star hotels,69 four-star hotelsand 123 three-star hotels. This investigations is composed of two parts, the basic information of buildings and the usage of energy which is the whole year data of building energy usage from 2012 to 2014.Comparison among various statistical analysis methods, such as average method, regression analysis and quota level method was made before data process. The results show that quota level analysis can truly reflect the actual level of use in case of small amount of sample data. So this method was chosen to be employed in processing the dataduring the research on Star-hotel in Shandong Province of Quota energy consumption and energy saving measures.Field survey found that among all the 210 star hotels involved,56.2% of them us e municipal heat as heat source, while as for the air conditioning cold source 62.2% a dopt water chiller unit. However,44.4% of the star hotels in city C of Shandong Provi nce adopt municipal heat as heat source and water chiller unit as cold source. In order to reflect the actual energy consumption, three model buildings were built, building A-five-star hotel (chiller+municipal heating), building B- four-star hotel (chiller +municipal heating), building C- three-star hotel (chiller+municipal heating). DeST software was used to simulate energy consumption of model buildings. The results are the energy consumption is187.12kWh/a·m2 in building A,131.92kWh/a·m2 in building B and 114.75kWh/a·m2 in building C.Comparing and analyzing the simulation data with the data calculated through quota level method, the researcher found a fixed level of energy consumption is from 0.15 to 0.25. Based on process and analysis of data, the star hotels energy consumption level in 12 cities in Shandong Province was determined to be fixed between 0.15 and 0.25.In thecourse of the investigation, only 45.7% hotels were found to meet the requirement of energy-saving which is 50%. Therefore there is a huge potential for energy saving. As for the energy saving measures for existing buildings, enclosure structure, air-conditioning systems, lighting systems, and the use of renewable energy can be considered. Based on the four-star hotel model building energy simulation and the analysis and comparison of different energy-saving measures, The four-star hotels in city A can save 46.5% energy through replacing the lithium bromide set wit h water source heat pump unit; five-star hotel in city B can save 19.6% energy by installing inverter to sir-conditions and using LED lamps.
