As the city urbanization level develops, the transport demand is growing. However, the situation of urban public transport is antiquated, and that cannot meet the demand of urbanization and mechanization. The underdeveloped public transport system and huge demand cause many social problems and environmental problems such as traffic jam, rapidly growing private cars, large energy consumption, serious air pollution, etc.. To solve the problems, governments of different countries attach great importance to public bicycle system.The following thesis builds operation mechanism analysis framework of public bicycle system, and discusses the framework from the duality of public bicycle, user demand, supply target, operation mode and construction operation. The thesis introduces the function that public bicycle system shortens the urban traffic connection time by the displacement chain theory from the space-time perspective; judges the duality of public bicycle with the theory of public goods and Rong Chaohe theory of public welfare value; obtains the user demand which the public bicycle should solve from the product-resource-network analysis framework; analyzes the public bicycle operation mode from the perspective of agency by agreement in institutional economics; and summarizes four classic operation modes.The thesis takes Beijing City for example to analyze the operation mechanism. Beijing public bicycle system includes commercial and public welfare features, and its users have certain age and credit features. The system embodies the public welfare to improve the urban traffic environment, to solve the traffic land problems and traffic congestion problems and to improve urban traffic connection. The operation mode develops from the prime private enterprise ownership and operation into the mode of government tender, procurement and service although the large prophase infrastructure investment brings great pressure to the government finance. |
