With the rapid development of national economy and urban automobile ownership, urban traffic problems has been becoming more and more serious since 21st century. However, many cities have to face the problems like reducing traffic congestion, improving urban environment and resident’s trip condition, which based on how to meet the needs of urban transport and optimize the urban spatial structure.Compared with conventional traffic, rail transit has large freight volume and low pollution, which play a decisive role in improving urban traffic conditions. Many cities do not have the conditions for the construction of the subway system, thus modern tram system has been paid more attention for its low constructing conditions. Modern tram is hard to change once it is built, so it is important to make a better plan, which ensure the feasibility, rationality and scientific of modern tram.Firstly, the paper introduces the general situation of the modern tram. According to city size, with the thought of whether there is subway in a city, its application model is divided. Construction conditions of regional applicability is put forward in 5 factors.Secondly, through the combination of qualitative analysis and PCA, a set of index system for the optimization of the modern tram network was set up. By using Monte Carlo and weighting determining method of entropy to determine the weight of index system. VIKOR model was put forward to optimize the scheme in weighting method.Finally, we will focus on a specific city to do a case analysis and explore the application mode of modern tram and its regional applicability. Using MATLAB to program a model and obtain a optimal scheme, then,comparing the results with city’s main network plan to verify the feasibility and effectiveness of the method. Comparing VIKOR model and grey correlation degree method with TOPSIS by changing model parameters to analysis advantages and disadvantages of various methods. This paper verified flexibility of VIKOR model, accuracy of its result and applicability of its wide range, which aimed to improving weighting method,thus can offer a basis decision for city managers. At last, some relevant suggestions are proposed to improving models.
