| Driving school B was set up and formally operated in early 2012, and from its very beginning of emerging, it focused on its public projects including training of farmers whose lands being expropriated and implemented overall project management institutions to improve its management in capacity, efficiency, and level. Ever since the start-up of driving school B, it has performed very well in public services providing and expanded its market share with positive engagement in market competition. Hence, it has made itself a role model of public project construction and management. As a result, we believe that with the background of transformation of developing modal of national economy and industrial transforming and upgrading as well as the deepening of reform of the institutions of investment and financing of public projects, driving school B could be deemed as an important example both theoretically and practically. The analysis on the case of driving school B could also provide new and living sample for the practice of public project management in China.Based mainly on the basic principles of project management and the analysis on the major characteristics of public projects, this paper has an in-length analysis and summary of its project management practices ever since the birth of driving school B, and proceeds to give an appraisal of the fruit of its project management, and finally comes to a discussion on the major enlightenments which could be drawn from driving school B’s project management practices.This paper is structurally divided into five chapters. The first chapter systematically explains the research background, the research objectives and meanings as well as the research designs and measures of the paper. Based on project and basic theories of project management, the second chapter launches systematic analyses on the basic meaning and research trends of public project management from both the aspect of the definition and major characteristics of public project management and the aspect of the major research proceedings of public project management. Our research reveals that the foreign and domestic studies in the field of public project management mainly have three characteristics. The third chapter employs the basic principles and tools of project management and public project management to analyze and dissect driving school B’s project management practices, and hence confirms major difficulties in existence in project management and interprets the critical points and key points for the success of project management in a better way. Based on the previous analyses, the fourth chapter evaluates driving school B’s project management practices theoretically, refines useful experiences from its public project management, and provides a framework for its consistent development in the future. The fifth chapter provides conclusions and enlightenments.This paper’s research on driving school B’s case finds that, by comprehensively complement project management, driving school B reaches to four achievements. Firstly, the implementation of public project takes effects preliminarily. Secondly, its internal management is refined with fluent operation. Thirdly, it swiftly realized the upgrading of qualifications from level 2 to level 1. Fourthly, the enrollments as well as market share are expanding rapidly. Fifthly, the financial performance reveals significant improvement. In the future, driving school B is going to consistently improve its performance in public project management in six dimensions. First, it will focus on the improvement of management in its public projects. Second, it will further solidify its achievement in project management. Third, it will try its best to perfect its infrastructure. Fourth, the school is going to gradually enhance its input in marketing. Fifth, the school should do its best to build a figure with efficiency, security, and integrity. Sixth, the school will continue to employ a strategy of diversifying its business lines.This paper comes to conclusions that, firstly, the basic principles of project management could still be applied to public project management, and secondly, the project management system has significantly contributed much to the driving school B’s success. The case study in this paper also has two major enlightenments for public project management. Firstly, strict project management could clarify the border between public projects and other projects. Secondly, the public project in complementation should and could be diversified. |
