Abstract/Summary:
Education is an important field related to people’s livelihood,and schools,as the place to carry out educational activities,are the basic guarantee for carrying out education and teaching.The capital construction project of primary and secondary school buildings is an important part of the allocation of basic education resources.Under the background of deepening educational reform and adjusting fertility policy,the implementation of new,reconstruction and expansion of primary and secondary schools is of great significance to meet the needs of school-age children,which improves the allocation of educational resources as well as the quality of education and promote educational fairness.As a construction project manager of the district education department,in my long-term work,I deeply feel that there are some deficiencies in the primary and secondary school construction project management,especially the pre-management,the management mode is single,the theoretical application is insufficient,mainly the experience management.These current situations have been difficult to adapt to the development of the construction market and the growing needs of the construction tasks of primary and secondary schools in Chaoyang District,and the level of project management needs to be improved.In the primary and secondary school capital construction projects,pre-management is the primary link in the process of project construction,plays an important role in the whole project,and is the focus of optimal management.Furthermore,due to the weak project management strength of the construction unit,there are some deficiencies in the work,which lead to the delay of the start of construction,the lack of guarantee of the starting time,the examination and approval of investment breakthroughs and other problems,which affect the efficiency and seriousness of the use of financial funds.As a government-invested project,the project examination and approval in the pre-project management are affected by the current policy,the procedure is complex and the cycle is long,which restricts the timely implementation of the project to a certain extent.Given the above problems,this paper uses modern project management and optimization theories to sort out and analyze from many angles and puts forward the corresponding optimization countermeasures within the framework of China’s current capital construction policies and regulations.To guide the orderly implementation of capital construction projects in primary and secondary schools,standardize the efficient use of financial funds,and choose a scientific and perfect project management mode,it has important practical significance.At the same time,put forward specific improvement measures or reform and innovative plans for government project examination and approval departments and planning departments in formulating policies and updating standards,to help improve top-level design and policy security,so that the progress of capital construction projects in primary and secondary schools can be faster and more smoothly.
